The White Terror Memorial Park is located on 32 hectares in the northeast corner of Green Island. The facility historically was a detention center, with its name and function changing several times over the years. It has been the site of major human rights violations committed by the authoritarian government of previous decades.
During the martial law period, the Memorial Park was a place where those accused on military, political, and security charges were detained. From 1951-70 it was mainly a training center, and then from 1972-87 it was used for purposes of a prison (known as the Ministry of Defense Inspection and Training Period). This was quite different from the rather open concept during the Freshman Training Office period. The Memorial Park has special significance in terms of the Taiwanese people’s historic struggle for human rights.

The park is closed on Lunar New Year's Eve and the first two days of the Lunar New Year.
