The Japanese-style dormitories along the Meilun River, commonly known as "The Commander's Mansion," constitute the most core military dormitory complex of the Linkang Line (Harbor Line) in Hualien during the Japanese colonial period. Built in the 11th year of the Showa era (1936), the complex belonged to the 3rd Battalion of the 2nd Infantry Regiment of Taiwan (Hualien Harbor Detachment) during the Japanese colonial period, and served as military dependents' quarters for the National Revolutionary Army after World War II. One of the dormitory buildings is designated as a county monument, while the other seven surrounding buildings are historic buildings. In 2020, the Hualien County Government received funding from the Ministry of Culture's "Regenerating Historic Sites Project." Investing a total of NT$260 million, it became the largest cultural heritage restoration project in Hualien's history. Following the completion of the restoration, in addition to its official statutory name, it is referred to as "The Commander's Mansion 1936 Park" to reflect a name familiar to the public with a sense of the era.

The dormitories are all wooden structures with black tiles, featuring a blended Japanese-Western architectural style.
