In 1927, the 8th Air Regiment of the Japanese Army stationing in Pingtung merged with the previous police aviation class, and was further expanded into the 3rd Air Group in 1936. To accommodate military personnel, a large number of official quarters were constructed nearby. After the war, these quarters were taken over as military dependents' villages (Juancun) for the National Army and further expanded, which has since filled the urban area of Pingtung with a rich atmosphere of military dependents' village culture.
The Victorystar in Pingtung (V.I.P. Zone) is the largest, most numerous, and most completely preserved Japanese-style military officers' quarters architectural complex in Taiwan. Following restoration by the Pingtung County Government, along with the introduction of local cultural and creative talents, it has formed a unique and creative settlement.
