At the northwestern corner of the Alishan National Scenic Area are Highways 166 and 162A which form a scenic loop road around what is often called the Ruili Scenic Area. The two main villages of the area are Ruili and Ruifeng.
Ruili is a farming area known for thick groves of bamboo and numerous tea plantations. The population is 970 persons, entirely Han Chinese. The village is spread out over a region with considerable variation in elevation, but the central area of the town is almost exactly at 1,000m above sea level.
