The designer of the Chiang Kai-shek Memorial Hall was architect Yang Cho-cheng, who also designed the Grand Hotel. The hall was built upon what had been an army headquarters that was part of the largest military district in Taipei City. The blue and white colors used in the memorial hall are key colors in the national flag. The blue and white of the top of the memorial represent the blue sky and 12 rays of a white sun. With Taiwan’s evolution toward democracy and openness, the square in front of the memorial hall has become a popular gathering place and part of this social trend.

The National Concert Hall and National Theater are located on the left and right sides of the Memorial Hall, respectively. The National Theater is a venue for drama, dance, and other performance. It often hosts large-scale performances, including Peking Opera and children's programs. The Concert Hall is Taiwan’s most advanced music performance venue, often hosting large-scale musical performances such as chamber music and symphonies. The large square that lies between the two halls is often the site of performances and musical activities that tourists often enjoy.

The Chiang Kai-shek Memorial Hall is 70 meters in height, and features white walls and blue tiles. Located in the center of the Memorial Park, it looks majestic regardless of the angle from which it is viewed. For foreign visitors to Taiwan, regardless of itinerary, a visit to the Memorial Hall is a must. The lower portions of the hall have displays and exhibitions, as well as a gift shop.
